9.4.2 Procedures for Connecting to the University's Telecommunications and Network Infrastructure
I. Introduction
Telecommunications and Networking is responsible for the coordination, implementation and approval of any service or equipment that requires connection to the University's telecommunications and network infrastructure. Unauthorized telephones, data, or video equipment may not be connected. University departments planning to install services or equipment requiring connection to the University's telecommunications and network infrastructure should contact Telecommunications and Networking for approval, coordination, and implementation assistance.
The University's telecommunications and network infrastructure includes a series of node sites. These node sites serve as gateways between the University-owned distribution system and the public network (telephone company facilities). All telecommunications and network services installed on campus, or extending from on-campus to off-campus, are connected through one or more of these nodes. It is the responsibility of Telecommunications and Networking to provide the connection from these nodes to University buildings through the University's telecommunications and network infrastructure.
II. On-campus Service Requests
University departments must request on-campus services by issuing a service request to Telecommunications and Networking. Service requests must be initiated by the fiscal agent of the account expending the funds for the service. Prepayment may be required in some circumstances. Upon completion of a service request, the appropriate charges will be assessed against the designated account. The installation and monthly charges for these services will include the cost of use of the University's telecommunications and network infrastructure.
III. Off-campus Service Request
University departments must place all off-campus telecommunications and network service requests and all private lines extending service requests through Telecommunications and Networking. Service requests must be initiated by the fiscal agent of the account expending the funds for the service. Prepayment may be required in some circumstances.
Upon completion of a service request, the appropriate charges will be assessed against the designated account. In addition to the installation and monthly service charges billed by the outside vendor, an installation charge will apply to connect these services to the University's telecommunications and network infrastructure. A monthly recurring charge for use of the University's telecommunications and network infrastructure will also apply on a per line or per circuit basis.
IV. Non-University Service Requests
Telecommunications and Networking must be notified of all service requests placed by non-University entities that require connection to the University's telecommunications and network infrastructure. These include services requested by and/or billed to off-campus entities. Some examples are data services ordered by another school or business to be connected to a University computing facility, telephone equipment ordered from the local exchange carrier (LEC) by contractors and construction companies working on University building projects, or LEC telephone numbers used for special departmental applications or athletic functions.
Any service provided by the LEC is terminated at the University demarcation point. Telecommunications and Networking must complete the LEC's installation by extending the service to the actual campus location. The University department contracting or negotiating with the non-University entity may place a service request with Telecommunications and Networking to connect these non-University services to a University building or location through the University's telecommunications and network infrastructure.
A non-University entity may choose to order service directly through Telecommunications and Networking on either a temporary or permanent basis. Telecommunications and Networking will coordinate the installation of service from the LEC and will extend this service to the appropriate campus location. The non-University entity will be billed directly by Telecommunications and Networking for all services rendered.
When services are to be connected, the service request should include the following information: Name of the non-University entity, the new telephone number(s), campus location for installation (building name and number), a requested installation date, a contact name and telephone number, and a billing address. For private lines or point-to-point data services, the following information is needed: Name of the non-University entity, circuit number(s) to be connected, both the on-campus and off-campus locations involved (complete addresses, building names and room numbers), requested installation data, a University contact name and telephone number, and a billing address.
V. Special Service Requests
Telecommunications and Networking, upon receiving a service request from a fiscal agent, will convert digital telephone service to TDD/TTY service (telephone device for the deaf) or TDD/TTY service to digital telephone service as an accommodation to an employee.
