Policy
Environmental Health and Safety (EHS) is the authority having jurisdiction or campus authority overseeing a comprehensive food safety and sanitation program for the University to ensure that food provided on campus to students, faculty, staff and guests is safe and meets applicable standards. EHS will maintain compliance with federal, state, and local public health rules and regulations.
Food Service Inspection Program
EHS performs inspections of all University owned and operated food service facilities including, but not limited to:
- Residence Hall Dining Centers
- Bone Student Center Food Venues and Catering Services
- Retail food operations
- Satellite building food operations including Lab School Cafeterias
EHS will only utilize Licensed Environmental Health Practitioners (LEHPs), Registered Environmental Health Specialist (REHS), or LEHP/REHS candidates under the direct supervision of an LEHP/REHS to conduct food safety inspections. The University inspection criteria is based on the most current versions of the Illinois Department of Public Health Food Code and the FDA Food Code.
All University owned and operated food service establishments are inspected at a minimum of once each semester.
All on-campus non university operated food service operations and venues will be licensed and inspected by the McLean County Health Department. This includes contractor operated concessions and catering at Athletic Facilities.
Plan Reviews
EHD conducts plan reviews and serves as the authority for all new University construction, remodeling, and renovation projects involving food service facilities on campus. EHS also performs pre-operational inspections prior to opening/re-opening to verify the establishment is constructed and equipped in accordance with approved plans and is in compliance with university policies, and local, state and federal laws, specifically including the FDA Food Code.

Temporary Food Permitting
EHS oversees the Temporary Food Permitting Program for all events involving registered student organizations (RSOs) and University departments that provide food for special events. The approval or denial of Temporary Food Permits are based on current FDA Food Code requirements and the University Policy on Sale/Distribution of Food on Campus. Food Recalls and Food Service Complaints
EHS will work with Event, Management, Dining and Hospitality (EMDH) in the identification, tracking and remediation of all state and national food recalls involving food product on campus. EHS will also collaborate with the McLean County Health Department and the Illinois Department of Public Health on an as needed basis.
EHS will investigate food safety complaints received from the campus community and the public involving any University operated food service facilities and will work with impacted unit/parties on any corrective measures needed.
Foodborne Illness Investigations
The McLean County Health Department has jurisdiction over all investigations involving reported or confirmed food borne illness cases or outbreaks. EMDH will promptly report any potential cases or complaints to EHS who will serve as the liaison between the University and the McLean County Health Department. EHS will assist the McLean County Health Department in all on campus food borne illness investigations.
