It is the policy of Illinois State University that, absent extraordinary circumstances, teaching, research, and service will be accomplished openly and without prohibitions or restrictions on the publication and dissemination of the results of academic and research activities.
However, circumstances do exist where restrictions may occur. The University will not enter into any research for the purpose of killing, maiming or incapacitating human beings.
The University will not enter into any contract, grant or service agreement which would restrain its freedom to disclose (1) the existence of the contract, grant, or service agreement, or (2) the identity of the sponsor; clause (2) shall not apply to anonymous gifts or grants that do not call for the performance of specified lines of inquiry, or to research grants or contracts from individuals or nongovernmental entities who request anonymity out of a justifiable motivation to protect individual privacy.
The University will not enter into any contract, grant, or service agreement which would restrain its freedom to disclose the purpose and scope of the proposed research (1) to permit informed discussion concerning the appropriateness of such research within the University and (2) to apprise colleagues in immediate and related disciplines involved.
The University will not enter into any contract, grant, or service agreement which requires the approval of any outside person or agency prior to publication and dissemination of the results of the research.
Any request for an exception to any portion of this policy must be sent in writing to the Restricted Research Review Committee ("Review Committee"). The Review Committee will consist of the Director of Research Ethics & Compliance, the Associate Vice President for Research & Graduate Studies, the Director of Research and Sponsored Programs, and one faculty member elected by the Faculty Caucus of the Academic Senate. The Review Committee's recommendation regarding the request will be forwarded to the Vice President for Academic Affairs and Provost for final decision. Exceptions may be granted in cases where the restrictions are relatively minor and outweighed by important scholarly, scientific or educational benefits.
